Dr. Joe Outlaw | Keynote Speaker

About

Dr. Joe Outlaw is a Regents Fellow, Professor and Extension Economist in the Department of Agricultural Economics at Texas A&M University.  He also serves as the Co-Director of the Agricultural and Food Policy Center (AFPC) at Texas A&M University.  In this role, Dr. Outlaw frequently interacts with members of Congress and key agricultural committee staff to provide feedback on the likely consequences of agricultural policy changes.  His extension education and applied research activities are focused on assessing the impacts of farm programs, risk management tools, renewable energy, and climate change legislation on U.S. agricultural operations.

Dr. Outlaw has received numerous awards in excellence for his policy education.  In 2015 he received the National Excellence in Extension award from the Extension Committee on Organization and Policy and the National Institute of Food and Agriculture, USDA for excellence in leadership, scholarship and innovative programming.

Dr. Outlaw is originally from Devine, Texas.  He received his B.S (1987), M.S. (1988), and Ph.D. (1992) degrees from Texas A&M University, all in agricultural economics.

Billy Van Pelt works with major donors throughout the Southeast, presents at conferences and meetings of allied organizations; and secures partnerships and sponsorships to increase AFT’s visibility across the region. Before joining AFT, he ran his own government relations firm. During this time, he served as the founding CEO of Woodford Forward, a land use advocacy organization.  As a landscape architect, he worked in both the private and public sectors, including over a decade as the director of a farmland protection program in Lexington, Kentucky, where he conserved 28,000 acres.  He grew up on his grandparents’ farm in Woodford County, Kentucky. Billy earned a Bachelor of Arts in business administration from Transylvania University, a Bachelor of Science in landscape architecture from the University of Kentucky and a Master of Business Administration from Midway University.

Farms Under Threat: State of the States

American Farmland Trust’s new report demonstrates how developing farmland puts food security, the environment and our way of life in jeopardy. Millions of acres of America’s agricultural land were developed or converted to uses that threaten farming between 2001 and 2016, according to “Farms Under Threat: The State of the States,” a new report by American Farmland Trust. The report’s Agricultural Land Protection Scorecard is the first-ever state-by-state analysis of policies that respond to the development threats to farmland and ranchland, showing that every state can, and must, do more to protect their irreplaceable agricultural resources.

“The State of the States” report shows the extent, location, and quality of each state’s agricultural land and tracks how much of it has been converted in each state using the newest data and the most cutting-edge methods. The Agricultural Land Protection Scorecard analyzes six programs and policies that are key to securing a sufficient and suitable base of agricultural land in each state and highlights states’ efforts to retain agricultural land for future generations. It offers a breakthrough tool for accelerating state efforts to make sure farmland is available to produce food, support jobs and the economy, provide essential environmental services, and help mitigate and buffer the impacts of climate change.

About Mike O’Toole

Mike O’Toole, Relationship Manager, has 14 years of real estate and investment securities experience, 10 years of which he was with a securitized real estate and DST sponsor. Mike advises clients with investment planning with a focus in real estate, 1031 exchanges and other financial planning and estate needs. Mike has a strong knowledge base and experience with the process of underwriting, developing and syndicating commercial real estate offerings.

Mike is a graduate of Montana State University in Bozeman, MT, with honors, with a Bachelor of Science degree in Business Management and Entrepreneurship and currently holds Series 7 and 66 licenses. He is a licensed real estate broker and a Certified Commercial Investment Member (CCIM) with advanced coursework in financial and market analysis and extensive experience in the commercial real estate industry. Robert Frommer serves as a senior attorney with the Institute for Justice. He joined the Institute in August 2008 and litigates cases to promote economic liberty, protect free speech, and secure individuals’ rights to private property.

Robert is the head of the Institute for Justice’s National Street Vending Initiative, which fights to remove arbitrary and anti-competitive barriers that keep entrepreneurs from climbing the economic ladder. As part of that effort, Robert is lead counsel in LMP Services, Inc. v. City of Chicago and Pizza di Joey, LLC v. Mayor & City Council of Baltimore, two cases that challenge rules that block food trucks from operating within a certain distance of their brick-and-mortar competitors. Robert is also part of the Institute for Justice’s efforts to end civil forfeiture and is counsel on Sourovelis v. City of Philadelphia and Harjo v. City of Albuquerque, two cases that challenge the pernicious profit incentive underlying those cities’ civil-forfeiture machines. Robert also litigates in the First Amendment realm, particularly with respect to commercial speech and cities’ attempts to prohibit signs based on what they depict. Robert’s views have been published in a number of print and on-line newspapers and journals, including The New York Times, The Washington Post and The Baltimore Sun .

Before joining IJ, Robert was an attorney with the Washington, D.C., office of Gibson, Dunn & Crutcher LLP. He is a former law clerk to Judge Morris Sheppard Arnold of the U.S. Court of Appeals for the Eighth Circuit. Robert received his law degree magna cum laude from the University of Michigan Law School in 2004.

Securing Our Right to be Secure: The Open Fields Doctrine

People love owning land out in the country comes to get away from it all. Big lots combined with few neighbors give people the privacy and security to hunt, fish, or farm in peace and solitude. But while owners can keep private people off their land using trespassing laws, in many states the government may search the vast majority of private lands whenever they wish, no matter how many locked fences and “No Trespassing” signs the owner might put out. This is due to a century-old legal rule called the “open fields” doctrine. This constitutional error weakens every American’s property rights, but disproportionately hurts rural landowners. In this breakout session, Institute for Justice Senior Attorney Robert Frommer will discuss the original legal mistakes that gave us the “open fields” doctrine, the current state of the law, and how IJ is working to roll back the doctrine in states across the Nation. These efforts include both lawsuits—such as our groundbreaking open-fields challenge in Tennessee—and model bills that legislatures can pass to better protect landowners in their state.
